Authorize Flint Òpromise zoneÓ tax increment financing

A bill to expand the number of tax increment financing zones in the “promise zone” program. These are geographic areas that are allowed to Òcapture” a portion of any increases in the state portion of school property tax revenue, and use the money to partially subsidize college tuition for local students.
