Authorize public-private facility agreements that resemble corporate welfare schemes

To allow governments to enter into joint operating agreements with certain businesses to build hospitals/transportation facilities. The bill has red flags that make it look more like corporate welfare than a market-based approach to public infrastructure. For example, it allows the private operator to benefit from tax exemptions and its governmental partner’s power to impose property taxes, etc.
